A US intelligence agent must track international arms thieves, who have seized a vital defense weapon containing "laser rubies" empowering a killer laser, before the weapon is sold to hostile powers. To hinder its recovery, frogmen "destructors" have been positioned in an underwater exit tunnel by the arms dealers.
